Scope

This PAS gives recommendations for planning, measuring, monitoring, reporting and communicating human health impacts of net zero actions.

NOTE 1 Individual net zero actions can have positive or negative impacts.

NOTE 2 This PAS might also have relevance to other actions intended to support climate mitigation and adaptation.

The PAS covers:

a)      planning, measuring, monitoring, reporting and communicating health impacts of net zero actions;

b)      identification of hazards and risk factors relevant to climate change mitigation and health;

c)      evaluation of direct and indirect impacts of net zero actions on human health, including impacts on the wider determinants of health;

NOTE 3 Examples of direct and indirect impacts include climate-sensitive infectious diseases, occupational health, mental health and well-being, respiratory and cardiovascular health, diet-, air pollution- and temperature-related outcomes.

d)      equity;

e)      understanding trade-offs and minimizing unintended consequences; and

f)        economic evaluation of health impacts of net zero actions.

It does not cover:

1)      outcomes of net zero actions that are not related to human health; or

NOTE 4 For example, impacts on labour productivity or biodiversity.

2)      climate change impact on conflict and migration or other social drivers of change.

This PAS is intended to be used by local, regional and national government, public bodies, industry and civil society organizations, academia and research organizations, regulators, consultancy organizations and think tanks.  

This PAS might be of interest to legislators, policy makers, regulators, non-governmental organizations, environmental health litigators, public interest and consumer groups, risk analysts, professional bodies and trade organizations, media organizations and charities.

This PAS is applicable to the UK but can be used internationally.
