Standards Development
This document deals with the survey of the topography of lakes and reservoirs for the determination of volume of live storage and the determination of water level, the objective being to establish a relation between water level and volume. It includes conventional surveying methods, electronic distance measurement (EDM) and Global Navigation Satellite Systems (GNSS) total station methods and advanced hydrographic surveying methods.
The proposed work item originates from the earlier project ISO/CD TR 11330 – Determination of volume of water and water level in lakes and reservoirs, which was initially developed and completed by the then Working Group as a Technical Report (TR).
During the submission stage to the ISO Central Secretariat, it was observed that the draft contained mandatory provisions and normative requirements expressed using "shall" statements. In accordance with the ISO/IEC Directives, a Technical Report is intended to be purely informative and must not contain requirements or use imperative language. Consequently, the existing draft was found to be unsuitable for publication as a Technical Report.
Following discussions with the ISO Technical Programme Manager (TPM), it was concluded that the document is more appropriately suited for publication as a Technical Specification (TS). Since converting the existing draft into a Technical Report would require extensive revisions, the recommended approach was to cancel the current TR project and initiate a new project in the form of a New Work Item Proposal (NWIP) for a Technical Specification.
Accordingly, ISO DTR 11330, issued for ballot on 20 February 2020, proposed the cancellation of the existing Technical Report and recommended that the subject be taken up afresh as a Technical Specification through an NWIP.
The Committee further deliberated on this matter during its 27th meeting held on 24 April 2024 and, after considering the outcome of the ballot and the technical content of the document, resolved to redevelop ISO/TR 11330 as a Technical Specification.
The present proposal is therefore submitted as a New Work Item Proposal (NWIP) for the development of ISO/TS 11330 – Determination of volume of water and water level in lakes and reservoirs, based on the updated draft deliberated by the ISO/TC 113/SC 1/WG 6, incorporating the comments and technical inputs received during the earlier development process. This approach ensures compliance with the ISO/IEC Directives while preserving the substantial technical work already completed.
