Scope

This project specifies a set of tests and procedures designed to indicate whether encoders or decoders meet the normative requirements specified in ISO/IEC 23888-2. It also provides accompanying reference software for ISO/IEC 23888-2 as an electronic attachment. The use of this reference software is not required for making an implementation of an encoder or decoder in conformance to ISO/IEC 23888-2.

Purpose

Traditional video coding methods target a trade-off between human consumption under some bit-rate constraint. However, with the rise of machine learning applications, along with an abundance of sensors, many intelligent platforms have been implemented with massive data requirements, including platforms supporting scenarios such as connected vehicles, video surveillance, and smart city. The sheer quantity of data being constantly produced leads previous methods, with a human in the pipeline, to be inefficient, and unrealistic in terms of latency and scale. There are additional concerns for transmission and archive systems, which require a more compact data representation and low latency. These concerns led to the introduction of Video Coding for Machines. It is envisaged that in some cases, machines will communicate amongst themselves to perform tasks without human involvement. In other cases, there will be a need for additional human consumption of specific decompressed streams, such as in the surveillance use case, where a human “supervisor” may occasionally search for a specific person or scene in video. In other cases, the corresponding bitstream may be used for both human and machine consumption. The purpose of this project is to specify a set of tests and procedures designed to verify whether encoders or decoders meet the normative requirements specified in ISO/IEC 23888-2 Video coding for machines. Reference software for Video coding for machines is also provided to facilitate understanding and future implementation of the standard.
