Scope

This International Standard is intended to guide the implementation of urban reclaimed water for the production of ultra-pure water used in electronics and semiconductor industries by providing the recommendations for the water quality and quantity, guiding the progress of planning, operating, and management.

This International Standard is applicable to practitioners and regulatory authorities who propose to implement principles and guidelines on the implementation of reclaimed water for the production of ultra-pure water, which aims to achieve a safe, stable, and efficient utilities of reclaimed water.

Purpose

This proposal aims to develop an international standard, Guidelines for Urban Reclaimed Water for Ultra-Pure Water Production in Electronics and Semiconductor Industries, to address the critical need for sustainable water use in high-purity water applications. As global water scarcity intensifies, reclaimed water has become essential for meeting the high water demands of semiconductor and display panel manufacturing. However, the absence of unified guidelines for reclaimed water use in ultra-pure water preparation has limited its adoption.

This standard will establish clear specifications for water quality, quantity, and management, tailored to ultra-pure water requirements (e.g., TOC, metal ions, resistivity). It will address challenges such as risk management, supplementary treatment, and operational efficiency, ensuring safe and stable reclaimed water use. By providing a systematic framework, the standard will support industry sustainability, reduce freshwater dependency, and promote water conservation.

The proposal is justified by the growing use of reclaimed water by leading manufacturers (e.g., TSMC, Intel, Samsung) and the lack of end-user-specific guidelines. Existing standards focus on reclaimed water production, not high-purity applications. Leveraging the proposing organization’s expertise in water reuse and ISO standard development, this standard will fill this gap, offering significant economic, environmental, and social benefits.
