This Document specifies the minimum testing requirements for validating the application of fuelling protocols specified in ISO 19885-3. This Document applies to dispensing systems, referred to as “dispensers”, designed to fill vehicle storage systems in accordance with ISO 19885-3. This Document was developed for and is intended to be used with the specific editions of ISO 19885-3 as referenced in Clause 2. For dispensers with the capability of unidirectional UCDC 1 communication with the vehicle, these test methods include the approach to confirm the requirements of unidirectional UCDC 1 communication. Newly manufactured dispensers should be tested in accordance with this Document prior to initial operation of the dispenser for fuelling vehicles. This Document is also intended to provide test methods for validation of fuelling protocols in existing dispensers. Unless otherwise specified, the requirements in this document apply to the validation of ISO 19885-3 fuelling protocols in dispensers.
To date the only hydrogen fuelling protocol standard published by an International SDO is SAE J2601, “Fuelling Protocols for Light Duty Gaseous Hydrogen Surface Vehicles”. The validation of dispensers to the SAE J2601 fuelling protocols is conducted differently, depending on the country: In the US and Canada, CSA has published a comprehensive validation standard - HGV 4.3, “Test methods for hydrogen fuelling parameter evaluation”. In Europe, Annex C of ISO 19880-1 has been used. And In Japan, HySUT has published the validation requirements for dispensers using JPEC S-003 (equivalent to SAE J2601). WG 24 is now developing the first ISO fuelling protocol standard, 19885-3. The first edition of 19885-3 will include high level validation requirements, but there is insufficient time to integrate detailed and comprehensive validation requirements, which WG 24 experts deem necessary for an international standard. WG 24 considered different options for how to address the dispenser validation of the 19885-3 hydrogen fuelling protocols and held an internal survey so experts could vote on these options. The consensus from this survey was that a new ISO validation standard is the best approach for ensuring that hydrogen dispensers are correctly applying the 19885-3 fuelling protocols by providing a robust and comprehensive validation approach which can be consistently applied globally. This approach will also facilitate the type certification of dispensers to this standard, allowing dispenser manufacturers to comprehensively test a representative sample once via a factory acceptance testing process. This will allow manufacturers to sell their certified dispensers to a global market and will ensure that customers receive a consistent and safe fuelling experience at all hydrogen dispensers. For dispensers utilizing ISO 19885-3 fuelling protocols, this new validation standard can also be normatively referenced in the revised ISO 19880-1 Gaseous hydrogen – Fuelling stations – Part 1: General Requirements.
