This SRD provides insights and analyses on water industry as a whole from industry viewpoint, promotes integrative application of smart water systems in smart cities based on the preceding 2 parts of IEC SRD 63301

Purpose

Water is a critical resource to support urban development and its sustainable use is recognized as a UN Sustainability Goal. Water infrastructure development, water management efficiency, water supply resilience, and the safe operation and use of water are important focal areas for IEC SyC Smart Cities with the mission to foster the development of standards in the field of electro -technology to help with the integration, interoperability and effectiveness of city systems.

Under such a background, the IEC SRD 63301, with its existing 2 parts, has been focusing on use case collection and analysis to elicit requirements to support technical committees in preparing sustainable water management standards for cities and communities, ever since the start of the project in 2020.

The proposed part 3 of IEC SRD 63301 as a result of this NWIP holds a panoramic industry viewpoint, bringing together and re-digesting the findings and conclusions of preceding 2 parts, aims to provide insights and analyses on the industry status quo, development trends, market dynamics, technological innovations, policy impacts and other aspects of the industry as a whole, assisting with formulation of strategic plans, enabling better adaptation to various changes.

This SRD would cover such topics as:

  • General landscape and architecture of the industry guided by SCRAM/SCRA studied in SyC/WG3
  • Pattern of water industry demand as influenced by multiple factors
  • New technologies providing broader technical support for smart water management
  • Appropriate policies needed to provide strong guarantees and promotion for the development of the water industry.
  • Industry integration and interaction against the background of smart city
  • Varied types of standards and specifications improving system efficiency and reducing operation risks

The proposed part 3 is a continuation of the current IEC SRD 63301 series, with the support of well - established project team comprising of experts from multiple countries. The reason for initializing this NP at this moment is that if work could be started on this in the next two months, then a solid working draft could be developed by the existing project team and it would be easier to identify how the work would proceed within the JTC4 structure, so as to pave the way for a more complete set of SRDs of smart city use case collection and analysis, which has long been a centerpiece of work of IEC SyC smart cities, and is to add to the weight and value of this SyC in its transition to JTC4.

Market relevance:

Nowadays, the trend of urban water supply demand is influenced by various factors. On one hand, with the acceleration of urbanization and the continuous growth of urban population, the demand for urban water supply will keep increasing; on the other hand, the needs are also being diversified due to reshuffling and evolution of urban industrial patterns.

Furthermore, as the water system is not isolated, but rather an integral part of the smart city, we shall consider the development of water system with a broader industry viewpoint

This SRD fits into such consideration by upholding an industry viewpoint for the general benefits of society and industry.

Benefit/Impact:

This SRD is to support other IEC standards committees and other SDOs to develop their technical standards that support:

  • Procurement certainty and investment in smart water system
  • Optimization of the use of water resources along with water industry development
  • Affordable cost to make clean water and sanitation available to all

Justification for initiating the proposal

(1) The part I of IEC SRD 63301 establishes a general approach for use case collection and analysis, identifies major stakeholders and application areas for high -level analysis of water systems; Part II develops the list of user stories and the database of us e cases, conducts integrative analyses of the use cases.

(2) Currently, both parts of IEC SRD 63301 follow a top-down methodology to divide the water system into multiple application areas and vertical use cases. It is therefore of value to bring together and re - digest the findings and conclusions of the preceding 2 parts from the other perspective,

(3) The proposed part 3 of IEC SRD 63301 as a result of this NP, holding a panoramic industry viewpoint, aims to provide insights and analyses on the status quo, development trends, market dynamics, technological innovations, policy impacts and other aspect s of the industry as a whole, assisting with formulation of strategic plans, enabling better adaptation to various changes.

(4) This proposed part 3 is a continuation of the current IEC SRD 63301 series, with the support of well-established project team comprising of experts from multiple countries.
