Potential draft scope of publication for leisure accommodation vehicles: This publication specifies requirements for leisure accommodation vehicle (see BS EN 13878) damage repair process is undertaken at fixed facilities or through provision of a mobile service and includes requirements for:

a) preparation, including making the vehicle safe for repair conversion process is to commence.

b) repair Conversion process including: Adaptions, modifications and additions to the leisure vehicle requirements

c) reinstatement of old vehicle systems where function has been disrupted by the damage or repair conversion process (see 4.3)

d) competence of personnel;

e) tools and equipment;

f) parts and controlled consumables;

g) repair Conversion process management;

h) process control; and

i) complaints procedure.

This publication also specifies the information to be included in any claim of conformity.

It covers the repair or removal and refitting or replacement of windscreens, other vehicle glazing, body panels, and mechanical parts and other conversion components (including but not limited to pop top, high tops and side pods) undertaken as part of the vehicle damage repair conversion process. However, it excludes windscreen repair undertaken as a separate activity which is covered by BS AU 242.

This publication is not applicable to motorcycles (with or without sidecars), three-wheeled vehicles or vehicles over 10 15 tonnes gross vehicle weight (GVW) or caravan holiday home (see BS EN 13878)

This British Standard does not cover customer service which is covered by BS 8477.

Purpose

Justification:

The leisure vehicle industry accounts for a considerable level of UK GDP and jobs. In 2024 the NCC reported that there were strong sales despite a challenging economic climate. In 2021 the Motor connect 225 000 leisure accommodation vehicles on UK roads with annual sales of 4000. There is however no accident repair vehicle conversion standard within the industry which covers these types of vehicles, the current BS 10125 scope does not include leisure accommodation vehicles. There are IATE apprenticeship program which the leisure vehicle industry has introduced a number of manufacturers use, and this is also endorsed by the NCC.

Recently there has been a move by leisure site operators to verify vehicles are registered as motor caravans due to the potential risk of fire or carbon monoxide poisoning within substandard converted vehicles. DVLA have also introduced measures to make it more difficult to reclassify a commercial vehicle as a camper van/ motor caravan.
