ISO/NP 23629-3 UAS traffic management (UTM) — Part 3: Functional and Performance Requirement for UTM systems

Scope

This document defines the functionality and quality requirements for UAS Traffic Management (UTM) systems.

Purpose

UAS Traffic Management (UTM) is recognized as an air traffic management and airspace information service to enhance aviation safety. ICAO and other national aviation authorities have already introduced the concept of UTM.

 ISO TC 20/SC 16/WG 4 has conducted a comparative study of the above existing documents in view of the quality and performance of UTM and the results have been reviewed by WG 4 which will be published as TR 23310. The summary of this comparative study is included in Appendix 1. The results showed the need for a standard that provides common functionality and quality requirements for implementing the digital system for UTM.

The functions and qualities of UTM vary depending on the viewpoint or development status of each authority, such as ICAO’s UTM guidelines, U-Space (U1 and U2), FAA UAS ConOps v2.0. In addition, the granularity of the description is not harmonized. The purpose of this document is to harmonize the functionality and quality requirements in this context and to facilitate the industry and regional authorities in the implementation of the digital system for UTM. This document does not address the process of implementing a UTM system.
