IEC 69/962/NP N 490 Protocol for management of electric vehicles charging and discharging infrastructures ? Part 2: Technical protocol specifications and requirements

Scope

For the management of electric vehicle charging and discharging infrastructures, this document
specifies the technical protocol specifications and requirements of the IEC 63110, based on
basic definitions, uses cases and architectures defined in IEC 63110-1:2022.
This document defines additional terms and definitions, the communication technology, general
communication requirements, as well as messages and parameters necessary to define this
protocol.

From scope of IEC 63110-1:
IEC 63110-1 "addresses the general requirements for the establishment of an e-mobility ecosystem,

• management of energy transfer (e.g., charging session), reporting, including information
exchanges related to the required energy, grid usage, contractual data, and metering data;
• asset management of EVSE, including controlling, monitoring, maintaining, provisioning,
firmware update and configuration (profiles) of EVSE;
• authentication/authorization/payment of charging and discharging sessions, including
roaming, pricing, and metering information;
• the provision of other e-mobility services;
• cybersecurity.”

therefore covering the communication flows between different e-mobility actors as well
as data flows with the electric power system.

Purpose

Resumption of work on the communication protocol IEC 63110 Part 2 "Technical protocol specifications and requirements" stopped in April 2023, due to an open offer from Open Charge Alliance (OCA) to include OCPP 2.0.1 into standardization of IEC 63110. IEC/TC 69/JWG 11 already published a CD of IEC 63110-2 in August 2022. As OCPP has a high market relevance IEC should motivate OCA to use their liaison A with TC 69 and liaison C with JWG 11 to converge IEC 63110 and OCPP. For "Requirements for conformance tests" another NP could be filed for start of IEC 63110 Part 3, when IEC 63110 Part 2 achieves a relative stable stage. Alternatively, it could be an integral part of IEC 63110-2.
