PNW 69-942 ED1: Information exchange for electric vehicle charging roaming service Part 3: Message structure

Scope

This standard described the process of roaming information exchange between the Home CSP, Visited CSO, and Clearing House through REP(roaming endpoint). It defines the data structures and messages based on the use cases specified in IEC 63119-2. The roaming endpoint service functions include static and dynamic charging station information exchange, energy transfer service authorization, energy transfer detail record exchange, and remote control commands between each roaming endpoint.

IEC 63119 series do not specify the communication either between Charging Station (CS) and Charging Station Operator (CSO) or between EV and CS.

Purpose

Charging roaming is a technical means that addresses the interaction issues of EV user transactions and its identity authentication among different EV service providers(EVSP) or E-mobility service providers(EMSP) through standardized measures. It is a technical means to solve the charging roaming services of electric vehicle users among different EVSPs. This standard covers the implementation of business use cases described in IEC 63119-2 and can be applied to various typical scenarios of charging roaming worldwide. During the drafting of the standard, the openness was fully considered.

In-depth research was conducted on relevant IEC standards and regional platform exchange protocols such as OCPI, OICP, etc. From the perspective of the overall charging ecosystem, the data types were comprehensively defined, and compatibility was considered. The JSON message structure was adopted, laying the foundation for a unified specification for various relevant standards. In addition, the JWS option was adopted in the information security mechanism to enhance the application security protection capability. The coordinated support for IEC63382 was also considered during the drafting of the standard. This standard was initially prposed simultaneously with other parts of this series of standards in 2018. However, the publication of IEC 63119-2 was delayed until 2022 due to the impact of the epidemic, which affected the compilation process of this standard and resulted in violation of the newly introduced 5-year standard compilation period limit of IEC. According to the relevant IEC regulations, this project was reactivated in the NP manner to continue the scheduled work.
