PNW 79-672 ED1: Building Intercom Systems - Part 1-4: System Requirements - Requirements for Specific Applications Building Intercom Systems (SABIS)

Scope

This part of IEC 62820 specifies the classification, functions, performance, and test methods of building intercom systems for some specific applications other than residential buildings.

This document is applicable to the specific applications building intercom systems (SABIS)used for specific buildings with basic(regular) functional requirements and general performance requirements.

Note 1 IEC 62820-2 Advanced security building intercom systems (ASBIS) are used for rapid emergency and danger messages verification by speech communication, warning of a danger, rapid notification of the responsible emergency services/intervention services and for sending instructions on how to proceed. The requirement for a suitable concept is prior risk assessment and a definition of the protection target.

Note 2 Typical characteristics of SABIS is basic(regular) functional requirements and general performance requirements. Typical characteristics of ASBIS is Advanced Security & high performance.

Purpose

1) Marketing relevance:

SABIS products are a broader application of building intercom products other than residential building intercom applications, with functions such as selective calling, intercom and vedio intercom (if has), the door-entry function is only used as an auxiliary function. 

These systems include but are not limited to: public area intercom systems, bank intercom systems, railway intercom systems, expressway intercom systems and campus intercom systems. With the wide application of these products, the global market demand has increased every year. There are many professional manufacturers and well-known brands in countries and regions in Asia, Europe, America, Oceania and Africa. The global demand is increasing by about 20% annually, and it is even increasing at a rate of about 30% every year in Asia.

2) Rationale:

This proposal is based on IEC 62820-1-1:2016 ‘Building Intercom Systems-Part 1-1 : System Requirements - General’ and IEC 62820-1-2:2017 ‘Building Intercom Systems - Part 1-2:System Requirements - Building Intercom Systems Using the Internet Protocol (IP)’, specifies the general requirements of functions and performance of building intercom systems for some specific applications other than residential and commercial buildings. These products are widely used but so far lack of applicable standards so there is an urgent need to formulate a standard.

SABIS usually has different communication protocols and interfaces and each system is different. Therefore, the overall black box audio evaluation method based on the IEC 62820-1 series of standards (the principle is as same as the Overall Loudness Rating (OLR) audio evaluation method) is a simple and reasonable method with high versatility. However, the IEC 62820-1-1:2016 and IEC 62820-1-2:2017 are mainly applied in residential buildings, focusing on the scope of visitors and users, so they specify requirements of systems composed of 3 parts of products: Visitor Call Unit (VCU), User Receiver Unit (URU), and Security Management Unit (SMU). Whereas, in SABIS, the two sides of the intercom are multi-level intercom units and generally consists of Subordinate Intercom Units (SIU) and Security Management Units (SMU), so the applicable systems are clearly different.

Since the application scenario of SABIS is varied, the requirements of environmental adaptability, safety, and system functions are different. In addition, the intercom forms of these products are also richer, not only hands- free, hand set intercom mode, but also increased the form of gooseneck microphone, desktop and many other ways, which will increase the test methods and technical parameters of the corresponding audio transmission characteristics, the ability of background noise suppression will also be required. Therefore, it is necessary to develop a new standard to regulate and unify these products.

3) Feasibility WG13 working group has achieved consensus in the 16th WG13 Plenary Meeting (June 2021), that National Committee of China should submit the New Work Item Proposal 62820-1-3 to TC79.

Experts in WG13 have accumulated rich experience in the design, production, manufacture and standardization of SABIS products. Moreover, Chinese experts in WG13 has developed a Chinese national standard GB/T 31070.3- 2021 ‘Building intercom systems–part 3: Technical requirements for specific applications’. They have accumulated rich experience from the formulation and implementation of this standard. At the same time, many products have met the requirements of this standard that is well recognized by international manufacturers.
