ISO/PWI 23629-9 - UAS traffic management (UTM) - Part 9 - Interface between UTM service providers and users

Scope

This document mainly specifies minimum requirements for elements of information exchange between UTM service providers(USP) and different users to support relevant UTM services between them, while the protocol requirements and transmission requirements of UTM actors at the operational level are not included.

Purpose

Interface between UTM service providers(USP) and users is very necessary in UTM ecosystem. Market expects rapid growth of civil unmanned aircraft system (UAS) operations in the near future. To manage growing operations, each government has been making an effort to develop UAS traffic management (UTM). For example, UTM in USA, U-space developed by Single European Sky ATM Research Joint Undertaking(SJU), UOM in China, Japan’s UTM Consortium(JUTM), Singapore’s uTMUAS. According to the existing UTM concept of operations and ICAO UTM common framework, UTM service providers(USP) is a key player in the UTM ecosystem, which provides, normally in exchange of digital data and information to UTM users. There is a need to clarify required UTM services between USP and different users and essential elements of exchanging information between them to support those services. This proposed new standard aims to provide guidance to States, regulators and industry on required UTM service and specific elements that need to be considered for the exchange of essential information.

There is no ISO standard covering this topic at the moment. The existing ISO standards specify the requirements for the USP (e.g. ISO/CD 23629-12), the requirements for UTM functions (e.g. ISO/CD 23629-5). They don’t address the question of what the USP provides UTM information services to different users. The implementation of the UTM service by USP requires a clear interface specification. The standard is therefore required now. It will help to ensure the sharing of information and interoperability.

Neither other standard-making bodies are working on the subject. In the UTM ecosystem, UTM client is neither being a USP nor a provider of operation support services. Users include UAS operator, airspace authority, security authority, public, ANSP and so on. According to our knowledge, although some organizations such as ICAO, ASTM and JARUS have in-development documents related to UTM Service Providers (USP) or Supplemental Data Service Providers(SDSP), they mainly specify the interface between UTM and ATM, USP and USP, USP and SDSP. This document will fill the gap on the interface between USP and clients, especially specify interface requirements between USP and different UAS operators, and refer to those existing standards and related material as need.

At the 10th plenary meeting, ISO/TC20/SC16 approved to register this item as PWI that was resolved to prepare an NP as ISO 23629-9, and ISO/TC20/SC16/WG4 agreed to start this NP as a result of discussion.
