CEN/TC 383 N 265, Revision of EN 16214-1 Sustainability criteria for the production of biofuels, bioliquids and biomass fuels for energy applications - Principles, criteria, indicators and verifiers - Part 1: Terminology

Scope

This European Standard defines the terminology to be used in the field of sustainability criteria for the production of biofuels, bioliquids and biomass fuels for energy applications. It also addresses renewable liquid and gaseous transport fuels of non-biological origin, and recycled carbon fuels.

This document specifically considers some relevant terms and definitions used in the European Commission Directive 2018/EU/2001 [1], referred to as recast of the Renewable Energy Directive (REDII), and in the European Commission Directive 2009/30/EC [2] referred to as Fuel Quality Directive (FQD), amended by European Parliament and Council Directive 2015/1513, referred to as the ILUC Directive [3], or in other European regulations and implementing acts being part of them.

Purpose

With the REDII and the new iLUC related delegated act (2019/807) becoming implemented, we deem that it is time start the revision of our standard. We deem that the parts 1, 3 and 4 need to be revised. Also the ‘additionality measures’ may require some further explanation. We refer to document N 264 for further explanation. A further implementing act, containing further guidelines hopefully for the implementation of REDII, is expected to be published in January 2021. The REDII implementation by the Member States is due in July 2021.

There is also the need to consider revising title and scope of all Parts of the Standard in line with the widened scope of the REDII. Next to biofuels and bioliquids, the 'new' biomass fuels need to be included. Next, 'renewable liquid and gaseous transport fuels of non-biological origin, or recycled carbon fuels' need to be considered. The last discussions around the TC scope, boiled down that we should follow the RED scope. With REDII, should this revision be accepted, 'energy from renewable sources' may become the new scope. By 31 December 2021, the Commission shall adopt delegated acts REDII by specifying the methodology for assessing greenhouse gas emissions savings from renewable liquid and gaseous transport fuels of non-biological origin and from recycled carbon fuels. With Article 28 (covered by EN 16214, Part 4) and 30 (Part 2) addressing fuels of non-biological or recycled carbon origin, it will be necessary to align and also include more terms, as the REDII is wider, in Part 1.

After consultation of a.o. Bioenergy Europe and Concawe, the idea is to start with Part 3 and Part 1 to generate the necessary impetus and follow with Part 4 later on. WG 3 is operational and more experts were announced during the CIB (in N255). Sufficient experts for Part 4 were also announced during the CIB, according to N255, so we hope that we can form a new working group parallel to starting Part 3 in the existing WG 3. Page 2 of 4

Looking at the definitions in EN 16214-1 and in REDII there are differences (3.9, 3.14, 3.28, 3.67 and 3.87 are altered) and there are new terms to be included as the 'new' biomass fuels are to be included. Like with the previous amendment, this could well be handled by WG 3.
