57/2235/NP , PNW TS 57-2235: IIoT applications in power distribution systems management: Architecture and functional requirements

Scope

Please read before the INF document 57/2219/INF to clearly understand the context of the proposed NP.

The proposed NP aims to provide the general architecture and functional requirements for applying the Industrial IoT (IIoT) technology in power distribution domain. It specifies the definition, system architecture, system components, functional requirements and several use cases including distributed energy resources (DER) integration and intelligent management, planning and operating optimization and real-time evaluation of equipment status, etc.

As the final link of the power grid to customers, the power distribution has significant influence to the service reliability. Upgrading and revolution in this area will directly improve the customer experience, while historically, high cost and lack of technology support limit the investment in the distribution system. The sensing capability of the low-voltage power distribution comes only from the metering devices in many countries, which limits the visibility and controllability of the power distribution.

As the increasing penetration of distributed energy resources (DER), energy storage (ES) and electrical vehicle (EV) chargers in the power grid, the role of the power distribution system is changing from the simple power network to a network integrates power and information from multiple energy sources. With limited sensing coverage and enormous equipment quantity, the traditional management method and technical solution can hardly satisfy the needs of the evolving and fast changing service demand brought by the new businesses.

The fast development and success implementation of smart metering technologies have greatly improved the sensing capability of the power grid. However, there is no standard communication protocol commonly applied by these sensors, which usually come from different manufacturers, and thus cost significant manpower in the configuration and maintenance.

IIoT technologies provide new technical opportunities to the transformation of the power grid. Current IIoT implementation in the power distribution mainly focuses on smart meter and power quality metrology, protection relays, and circuit breakers to improve the visibility, controllability and other advanced analyses. But challenges such as response time and data communication become more significant when the low-voltage grid and asset management are involved.

It could be interesting to introduce a new kind of “software defined” including “edge computing” remote terminal unit (RTU) to the power distribution system to address these problems. Based on the powerful smart sensing technology, a platform that includes the power dispatching, maintenance, services and business planning could be established to integrate the primary and secondary power distribution, and to implement new business generated from the evolving and fast changing service demand.

As a new solution to support the increasing new business demand of the power distribution, applying IIoT technologies in the power distribution area provides an open and flexible platform to implement the new applications in the power grid. The proposed NP is to provide the architecture and function and thus facilitate the healthy development of the market. Currently, there is no corresponding standard could be directly applied in this area, so it is urgent to develop these standards.
