The purpose of this standard is to provide the requirements of the safety management system as a framework of safe operation of services provided by service robots (robot service) for service providers. It does not mention the quality of service.
The utilization of service robots is in high expectations towards aging society, labor shortage, and improvement of QOL. Actually, in some countries (e.g. Japan, Singapore, China etc.), robot services (e.g. guide by mobile servant type service robots, tour on person carrier type service robots, nursing care involving the physical assistant type service robots) are provided by some service providers. Such types of businesses, which the service providers provide their services for end-users while the endusers do not need to own the robots, are called Robot as a Service (RaaS); it will be expanded furthermore in the future.
But utilization is not progressing in some countries. One of the reason is safety. The standard of safety requirements for products (service robot) are established as ISO 13482 in TC299 Robotics. ISO 13482 is harmonized standard in Machine Directive as EN ISO 13482. But there is no safety MSS of robot service yet. Therefore, some countries don’t know how to use the service robots safely. To assure safety of robot service, establishment of PDCA process in business with continuous improvement of service and safety policy declared by top management are very important and they are essential requirements of MSS.
The objective of this project is to share the framework of safety MSS based on the knowledge and experiences from robot services with countries in which are starting the adoption of robot service business.
For the further utilization and robot service market expansion, it is necessary to share the framework of world common to use safely with those who have not used service robot until now. An ISO publication will confer legitimacy, recognition and visibility, including through the wide availability of the Robot Service Safety Management System Standard (RSSMSS) in several languages.
The output of this project will improve the safety performance of robot services and accelerate the expansion of robot service business and the service robots market.
