SyCSmartCities/128/NP Systems Reference Deliverable (SRD) - Use Case Collection and Analysis: City Needs Analysis Framework

Scope

This framework provides a brief of City Needs and Smart City Framework, explains the importance of it in supporting Smart Cities, specifies the vision, mission, and the role of the proposed New Working Group of City Needs Framework, and explains the approach which would be adopted, and the operating principles.

This context has occurred after the intelligent movement, while the time right to conclude the framework that supporting policies and standardization have a positive effect on the urban growth.

This document discussed the special structure of cities and reviewed the performance, creating the framework with methodology about smart cities requirements.

The framework methodology help stakeholders (governments, private companies, universities and research institutions, and civil society and so on) across clearly when looking at the micro-foundations view. Helping governments and developers, understanding the rules well, finding the high-efficient way to achieve the goal, helping citizens could living better, the problems while could be solved, helping researchers could know the smart projects exploration.

Purpose

1. Introduction

City needs analysis framework targets to provide real-time simulations of urban growth to explore real world environments, which allows for interaction between different users. This framework methodology implies the involvement not only of major multinational corporations, along with local public authorities but also of local companies, typically with the aim to translate general technological solutions to the needs.

2.Purpose

2.1 Aims

The City Needs Analysis Framework helps stakeholders (governments, private companies, universities and research institutions, and civil society, etc.) have a clear understanding of urban composition and urban demand systems. Help government and urban construction workers fully understand and utilize the needs of the city, find effective ways to achieve goals, help citizens improve their lives, solve problems, and help researchers understand and increase the exploration of smart city projects.

The Framework aims to:

(1) Confirm the direction, tasks and roles of the IEC Syc WG2;

(2) Support IEC SyC smart cities to further understand the market relationship between urban demand and citizens' living needs;

(3) Promote the establishment of standards for urban demand frameworks and promote their application in the construction of smart cities.

2.2 Mission

This document with framework methodology is a good practice guide for the next smart city plan. It is prepared not only to be used by planners but also by stakeholders who make planning decisions, the local community, the international company, developers and other build agency involved in promoting and regulating new system.

1) Researching and enhancing the potential needs of smart cities,

2) Clarify the operational principles of city needs framework then creating the top vision of working groups,

3) Identify the core connections in the stakeholder and city needs systems.

2.3 Role

1) Propose standardized procedures and measures to be developed in the city needs system,

2) Promoting the collaboration and systems thinking between working groups IEC SyC Smart cities and other committees concerning city standards,

Supporting IEC SyC Smart Cities to foster the development of standards in the field of electrotechnology to help with the integration, interoperability and effectiveness of city systems.
