Scope

Current scope of EN 16214-1:

This European Standard defines the terminology to be used in the field of sustainability criteria for the production of biofuels and bioliquids for energy applications. This European Standard specifically considers some relevant terms and definitions used in the European Commission Directive 2009/28/EC [1], referred to as Renewable Energy Directive (RED), and in the European Commission Directive 2009/30/EC [2] referred to as Fuel Quality Directive (FQD), or in other European regulations.

With the amendment, a reference to Directive 2015/1513/EC, referred to as the ILUC Directive, will be added in the scope.

Purpose and give a justification for this proposal

Following the new ILUC Directive (Directive 2015/1513/EC), a feasibility study has been carried out by CEN/TC 383/WG 3. This study showed that a number of smaller changes/additions were necessary for EN 16214-1 to be in accordance with also this Directive. The needed changes are listed in the table in the attached document; CEN/TC 383 N224.

At the last plenary meeting decision 4/2017 has been made, requesting the TC Secretariat to initiate amendment ballots for Parts 1, 2 and 4 to align those text with the new requirements following the iLUC Directive and include the changes listed in the table in N 224 and requests WG 3 convenor to draft the necessary texts for these.

In order not to open up discussion on the entire standard again, these changes/additions are proposed to be included via an amendment.
