This document specifies operator and environment-related safety requirements and the means of their verification for the design and construction of closed transfer systems (CTS) for liquid formulations of plant protection products (PPP) in 20 l and larger containers.
In addition, it specifies the type of information on safe working practices including information about residual risks to be provided by the CTS manufacturer and specifies the maximum potential contamination during any single transfer operation.
ISO/TC 23/SC 6 successfully produced ISO Standard 21191:2021 to define the performance of Closed Transfer Systems used with container sizes up to 20 l. All countries and market sectors use a range of container volumes in multiple markets. Containers larger than 20 l are operated as single use and multiple use refillable modes. These containers are available in a range of volumes and specifications from 20 l to over 1000 l. Transporting chemicals in this range of packaging is accepted practice in multiple market sectors. Chemical Manufacturers and end users have established methods dispense products from these containers, however there are no formalised performance standards to guide and control the products and users to ensure secure, effective, and safe dispensing of the contents. The absence of a performance standard for dispensing systems, produces multiple interpretations of risks associated arising during construction and use at all steps in the supply chain. The production of an ISO standard for these larger container systems will provide clarity and guidance while improving product performance, operator, third party and environmental safety.
