This document specifies test cases for assessing the conformity of fingerprint image data stored in Data Group 3 (DG3) of electronic machine-readable travel documents (eMRTDs) to the application profile defined in CEN/TS 18214.
The tests cover:
— the structure and encoding of DG3, its biometric information templates and biometric headers, as required to carry the application profile in accordance with ICAO Doc 9303 Part 10;
— the ASN.1 structure and DER encoding of fingerprint image data blocks;
— the presence, absence and permitted values of data elements;
— the application profile’s restrictions on optional elements and its rules for extensible enumerated types and fallback values;
— consistency between related data elements, including biometric header information and fingerprint image data;
— the additional constraints specified by the application profile where the EU Council Regulations referenced in CEN/TS 18214 apply.
For each test case, this document defines the purpose, requirement references, applicability conditions, preconditions, test procedure and expected results. The tests operate on encoded DG3 data made available for assessment.
This document does not specify fingerprint acquisition procedures or evaluate biometric recognition performance, presentation attack detection performance or the effectiveness of cryptographic access control mechanisms.
This document does not introduce new application profile requirements or establish a certification scheme.
The purpose of this proposal is to develop a common set of conformity tests for the ISO/IEC 39794-4 application profile for fingerprint image data in electronic machine-readable travel documents (eMRTDs), as specified in CEN/TS 18214:2025.
CEN/TS 18214 restricts optional elements and permitted values of ISO/IEC 39794-4 to facilitate interoperability. Conformity to ISO/IEC 39794-4 alone does not demonstrate conformity to this application profile. Harmonized test methods are therefore needed to verify compliance with the profile, including its additional constraints where the EU Council Regulations referenced in CEN/TS 18214 apply.
The proposed deliverable will define reproducible test cases covering the structure and encoding of DG3, ASN.1 and DER encoding rules, permitted values, mandatory and optional elements, fallback values and consistency between related data elements. Each test case will identify the applicable requirements, preconditions, test procedure and expected results.
The ICUBE contribution “Tests for ISO/IEC 39794-4 Application Profile for eMRTD”, version 0.3, will provide an initial working draft for review and further development by CEN/TC 224/WG 18.
At its September 2026 meeting, CEN/TC 224/WG 18 recognized the need for this work and recommended launching an NP ballot for CEN/TS 18214-2, with Stéphane Jobard (AFNOR) as Project Leader. The group supported development within CEN to address European needs promptly, with possible subsequent submission to ISO/IEC JTC 1/SC 17. Renumbering the existing CEN/TS 18214 as Part 1 remains subject to confirmation.
