Scope

This document defines an ontology for service level concepts for energy. It specifies the core concepts and properties necessary to support cross-domain data sharing, establishing a shared energy data model that supports interoperability among city services and enables effective management and coordination of energy data across the city.

Note: Service level concepts are used to represent data that is shared by a city service with other services and stakeholders in the city. Service level concepts are distinguished by their data being read but not updated by other city services and stakeholders.

Purpose

Energy is the lifeblood of cities, powering every aspect of urban life. To achieve sustainable cities, the effective integration and sharing of energy data across systems is imperative. Currently, the lack of unified standards often leads to "data silos" and semantic ambiguity, making it difficult to coordinate complex energy "generation, transmission, distribution, consumption" interactions with other city services. To enable seamless integration and interoperability of energy data in other city services such as housing, transportation, etc, a shared energy data model is essential. This common data model facilitates a consistent, accurate understanding and use of energy data across city services. By eliminating the need for semantic mediation, it empowers diverse stakeholders to access and comprehend energy data unambiguously. This, in turn, enhances the efficiency and effectiveness of city services by enabling better management and coordination of decision-making using energy data. For instance, in the design and operation of buildings, an approach that integrates energy and other building data can lead to sustainable and energy-efficient environments. Furthermore, standardized data is a prerequisite for leveraging advanced technologies such as AI and Digital Twins to achieve precise load forecasting and dynamic optimization.

This proposal is a part of the ISO/IEC 5087 series for city data models, and the shared energy data model is not only a technical solution but also a strategic tool for sustainable urban development. This proposed project aims to address data semantic challenges that hinder cross-sectoral data utilization and promote data-driven policies for city sustainability. The proposed project seeks to enable energy data to flow seamlessly across systems, driving innovation, improving service delivery, accelerating progress toward climate goals, and accelerating the transition to a low-carbon, resilient, and equitable future.
