This document aims to provide guidance for operational rules under train dispatching scenarios to further ensure the safety and on-time operation of railway transportation service, increase interoperability efficiency between different regions.
This document specifies comprehensive operation scenarios, precise division of personnel responsibilities, and necessary voice and data operating procedure supported by digital radiocommunication for train dispatching scenarios to increase railway train dispatching and operation efficiency.
Currently, there is no ISO standard for train wireless dispatching communication, which restricts the interoperability of railways between regions/countries adopting different operational procedures for train dispatching communication.Therefore, it is urgent to develop guidelines on the operational rules for digital radio dispatching communication for railway trains, to improve the interoperability of train dispatching on global and regional level and ensure seamless cross-border train operation between different regions/countries.
The development of guidance on mainline operating rules of digital radio communication for train dispatching will further clarify personal responsibility to ensuring clear operational obligations and precluding responsibility shirking and provide unified voice and data communication operation procedure to further ensure railway safety and increase transportation efficiency. Additionally, it aligns with the WTO TBT principles of transparency, openness, and non-discrimination, ensuring it will not create trade barriers but rather facilitate international trade and cooperation in the railway sector.
