This British Standard specifies minimum requirements for third-party certification schemes that certify the competence of organisations and personnel undertaking installation of passive fire protection systems in the built environment
The standard covers:
Requirements for the design, operation, and governance of certification schemes for installers of passive fire protection systems
Minimum competence requirements for certified organisations and relevant personnel, aligned to the BS 8670 series where applicable, and with BS 8770 currently under development.
Requirements for certification bodies operating such schemes, including applying ISO/IEC 17065 principles, interfaces with ISO/IEC 17024, audit methodologies, surveillance, and recertification cycles
Requirements for validation of installer organisational capability in relation to interpretation and application of fire test evidence, substrate types, fixing methods, and system-specific installation constraints.
Requirements for evidence and documentation to support certified installations, including traceability to test evidence and product certification .
Principles for managing non-standard installations, including use of assessments, which will align to the development of BS8623, and supporting evidence .
Interfaces and responsibilities between installers, manufacturers, fire engineers, and certification bodies .
The standard applies to installation of penetration seals, linear joint seals, cavity barriers, fire-resisting ductwork and associated sealing systems, and other passive fire protection systems as defined within the scope .
The standard does not cover product testing or classification, detailed manufacturer instructions, structural fire protection to loadbearing elements, fire risk assessment or building design responsibilities.
The standard is intended for use in the UK.
The purpose of this proposal is to develop a new British Standard establishing minimum requirements for third-party certification schemes for organisations and personnel installing passive fire protection systems in the UK built environment. The standard is intended to provide a consistent, consensus-based and auditable baseline for scheme design, operation, competence assessment, surveillance and recertification, supporting greater confidence among dutyholders, certification bodies, regulators, procurers and users.
It will address current variability in certification scheme requirements and audit practices, clarify expectations for validating installer competence against relevant test evidence and system constraints, and improve traceability of certified installations. The proposal is positioned as a UK-specific BS because the need arises from the UK regulatory, conformity assessment and building safety context, while remaining consistent with relevant ISO/IEC principles and capable of informing any future CEN or international consideration where appropriate.
