This document sets out performance, functional requirements and provide guidance for luggage stowage design on all types of passenger rolling stock. This document applies to newly developed luggage stowage design in new and refurbished passenger rolling stock.
This document does not specify:
—the requirements for the installation of luggage stowage equipments to the carbody structure;
—the requirements for the aesthetics for luggage stowage;
—the fatigue performance of luggage stowage equipments;
—the requirements for natural frequencies and resonance;
—the requirements dynamic structural integrity for luggage stowage equipments;
—the material of luggage stowage equipments.
Luggage stowage is an important concept in rolling stock with various types. It is understood in this document as luggage stowage space such as overhead luggage racks, luggage shelves, luggage stack, etc. In the meantime, demands for ergonomic requirements have been raising up to enhance the convenience and comfort for the passengers. From the quality promotion aspect, passenger’s and operator’s demands of luggage stowage, convenience etc. should be met.
Considering the development trend of the luggage stowage requirements, it is necessary to develop an international standard which contains general and technical requirements for all kinds of passenger rolling stock. The purpose is not to constrain the future luggage stowage equipment design, but to provide guidance on it. In this way, each country, especially the ones which do not have their own luggage stowage related standard to refer, will have one universal standard foundation when they draft their technical specification.
Interior passive safety, based on the outcomes of ISO/TC269/SC2/WG08 to avoid overlap, and ergonomics will be considered in this standard. The outcomes of ISO/TC269/SC2/WG11 will also be acknowledged to avoid overlap or contradicting requirements.
UIC agreed that technical requirements will be handled in this ISO standard and that business requirements will be handled in UIC documents.
ISO/TR 5914, ISO 10516 and IRS 50562 have been considered when drafting this proposal, there is no overlapping issue existing with the proposal.
There is a need for one international ISO standard integrating general requirements, performance requirements, function requirements and quality recommendations which could meet the demand of future design guidance on the aspect of mechanics, ergonomics, etc.
