Scope

The scope of the proposed work item will be:

- The definition and categorisation of cycling infrastructure, as they exist today,

- The study of existing specifications or (de jure or de facto) standards that have been analysed during the work including, but not limited to, GDF, INSPIRE, NeTEx, DATEX II, OpenStreetMap, National Schema developed in France,

- The guidelines for future potential extensions to the existing standardisation items, if relevant to the exchange of data describing cycling infrastructure.

This CEN/TR will not address: 

- Migration path between existing standards and potential extensions of relevant EN or CEN/TS, as it is part of the potential follow-up work of extending the EN or CEN/TS,

- The data exchange protocols and mechanisms required to support a digital representation of cycling infrastructure,

- The counting of cyclists and the analysis of their behaviour when using cycling infrastructure.

Purpose

This proposal relates to the Cyclinfra project (https://www.cencenelec.eu/news-events/news/2025/call-for-tender/2025-10-08-cyclinfra/). The project aims to facilitate the data exchange and re-use of digital machine-readable cycling network data. It will also help achieve a broader main objective to enhance the appeal of cycling by providing accurate geographic data on cycling infrastructure.

Being able to exchange machine-readable data describing the existing cycling infrastructure addresses three principle main use-cases: the management of cycling infrastructure itself by public authorities, general traffic management, and the inclusion of cycling In multimodal mobility solutions.

These three use-cases strongly support the uptake of cycling in Europe as underlined in the European Cycling Declaration. We could foresee:

- National, regional, and local authorities leveraging cycling infrastructure datasets to evaluate their current situation regarding cycling, and plan future investments by using data-driven solutions,+

- Regional, and local authorities incorporating cycling infrastructure in their current traffic management tools, 

- Companies integrating cycling infrastructure in any trip planning solutions, either dedicated to cycling or multimodal mobility.

The carried work will support the development of European standards for cycling networks by improving how cycling-specific infrastructure—such as cycle tracks and greenways — is represented and updated in digital formats. This is essential to fully integrating cycling into the multimodal transport data ecosystem and ensuring that such data can be shared effectively through National Access Points (NAPs) and consumed by anyone.

And, it will be a concrete step forward to bridge the European Cycling Declaration with existing European regulations such as the Commission Delegated Regulation (EU) 2017/1926 (amended by (amended by the Delegated Regulation (EU) 2024/490) with regard to the provision of EU-wide multimodal travel information services and the Commission Delegated Regulation (EU) 2022/670 of 2 February 2022 supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the provision of EU-wide real-time traffic information services.
