This document specifies requirements for using blockchain and distributed ledger technologies (DLT) especially trust services for Electronic Ledger according to eiDAS for trust anchors and trust management in decentralized identity management. The document focuses on requirements to use DLT for
• issuance, storage, revocation and management of trust anchors for decentralized identity management within eIDAS ecosystem
• trust management including the approval and revocation of trusted roles, issuance and verification role for decentralized identity management within the eIDAS ecosystem
• interoperability with non-DLT based trust management for decentralized identity management
The target audience of this document includes trust service providers, wallet providers, software developers, providers of components and infrastructure for decentralized identity management within the eIDAS ecosystem and allied professionals; IT professionals and application developers; legal and compliance professionals; researchers; educators; and other interested parties. Additionally, the document addresses authorities responsible for trust management within identity management and related subjects.
The purpose of the TS is to define a decentralized trust management on digital identities within the eIDAS framework using DLT especially trust service on electronic ledger. The project will focus on following subjects:
• Fundamental requirements on trust management with Blockchain and DLT using Trust Services on Electronic Ledger
• Requirements for trust management in decentralized identity management with Trust Services on Electronic Ledger and relying on experiences and trust models from European Blockchain Service Infrastructure and related initiatives (e.g. ISBE, Alastria etc.)
• Trusted Issuer Management
• Trusted Verifier Management
• Taking requirements from eIDAS into account
• Requirements on revocation and proof taking requirements on related trust services such as attestations of attributes into account
• Establishment and proof of Trust chains using Trust Services for Electronic Ledger
• Policy and security requirements
• DID as Service Identifier
• Bridging existing solutions with trust management for decentralized identity management in DLT and Blockchain
o Overview and relationship to other (qualified) trust services
o Policies and Practices
o TSP Management and Operations
o Functional and Technical Requirements
The aim is to define the requirements on trust management on decentralized identity management to enable their implementation and certification among related (qualified) trust services as well as interoperability between different approaches on trust management between decentralized identity management and existing solutions
The CEN TS shall
o take into account ISO 22739 as well as the Trust Model from European Blockchain Service Infrastructure
o take into account results from DC4EU (D 2.4 see attachment) and EBSI VECTOR Project
o Avoid contradiction to CEN TS 18264 “Policy and security requirements on trust services on electronic ledgers”
o Avoid contradiction to CEN TS on “Functional and interoperability requirements for Decentralized Identifier (DID)”
o Avoid contradiction to ISO 23257 & ISO TS 23635
The CEN TS should avoid contradictions to published standards, specifications and reports as well as ongoing standardization work on the standards from ISO TC 307
The CEN TS should take into account:
o ETSI TS 119 612
o ISO TR 24332:2025 DLT and Blockchain related to records management
o ISO TR 23644:2022
