This document specifies requirements for the safe and ergonomic design of workplaces and their access points on commercial vehicle superstructures with silo equipment. The intention is to minimise the risk of falling.
This document is intended to provide guidance on the correct selection of means of access and establishes criteria for access to fixed means of access to the operator's position and to routine maintenance points on mobile machinery. This standard shall also apply to access to silo equipment mounted on vehicles (hereinafter referred to as mechanical superstructures). It applies to both permanently installed and movable access points on the vehicle (e.g., folding or sliding components).
This document could also be applied to access points and workplaces on silo transport vehicle superstructures that are not covered by the scope of the EC Machinery Directive 2006/42 EC.
The requirements apply to all workplaces on the vehicle superstructure of silo transporters that are accessed by persons during operation (see definitions). The requirements do not apply to driver's seats for driving motor vehicles that are subject to vehicle registration regulations.
This document covers all significant hazards, hazardous situations or hazardous events, including the tipping stability of the vehicle, that are relevant to silo vehicles when used as intended and under conditions of misuse reasonably foreseeable by the manufacturer. Additionally, this document does not contain performance requirements for safety-related functions of control systems.
Developing a document that specifies minimum requirements for the safety and construction of hydraulically operated silo bodies intended for the transport, loading and unloading of various materials (loose, free-flowing goods such as cement, lime, gypsum, fly ash, sand, grain, feed, plastic granules, salts, minerals, etc.) are intended for transport and loading and unloading, which are mounted on vehicles of international classes N1, N2, N3 (including subclass G) and on towed vehicles of international classes O1, O2, O3 and O4, and which comply with the essential requirements of the Machinery Regulation (EU) 2023/1230.
Agricultural silo trailers and permanently mounted silos on vehicles are excluded from this document.
In the text, vehicle specifications are marked with (N) or (O).
The requirements for access to stationary machines from the DIN EN ISO 14122 series of standards ‘Safety of machinery – Permanent means of access to machinery’ cannot be applied without restriction to vehicle superstructures and mobile machines. For vehicle superstructures, the legal requirements under road traffic law (dimensions, weights, etc.) are particularly considered, as these may result in restrictions on the design of access points. Therefore, different requirements are necessary which, on the one hand, meet the special conditions of vehicle superstructures and mobile machinery, but on the other hand also enable safe and ergonomic access.
This document does not apply to silo superstructures manufactured before the date of publication of this standard.
