Scope

This document establishes circular economy principles at the levels of construction and real estate sector, construction works as well as construction products of all kind, and provides a framework for the implementation and assessment of circularity in the construction sector.

Purpose

This standard specifies the framework and principles of circular economy in the construction sector.

The transition to a circular economy is crucial for reducing pressure on natural resources and other negative environmental impacts and is a prerequisite for climate neutrality. The construction sector has a great potential of improving resource efficiency, extending service life and increasing the reuse and recycling and reducing climate and environmental impacts through circular economy approaches. A key is to establish an effective circular construction sector in line with existing EU regulation based on a common reference framework and clearly defined principles.

The purpose of this standard is to establish a common framework and a set of overarching principles for the implementation of circular economy in constructions and construction works. The standard will be a horizontal standard that lays the foundation for a set of standards supporting the transition to a circular economy in the construction sector. The standard aims to provide a shared understanding of circular economy principles and concepts applicable across the construction value chain, including construction products and materials, construction works, and the built environment.

The development of a framework standard is necessary to:

- Provide a common language and foundation for stakeholders across the value chain,

- Support alignment between policies, regulations, technical standards and other voluntary schemes,

- Enable coherent development of other more detailed circular construction standards

By defining a coherent framework and overarching principles, the standard will support a consistent application, communication as well as further standardisation of circular economy in the construction sector. The standard will be developed closely linked to other relevant standards in particular standards developed under CEN/TC 350 and SC 1.
