Background
This British Standard gives recommendations for and guidance on the management of fully enclosed play facilities.
Need for Revision
BS 8409 provides guidance for the safe design, operation, and management of fully enclosed play facilities. Since its publication, the sector has evolved significantly in terms of facility design, operational models, supervision practices, and user expectations. At the same time, the BS EN 1176 series (Playground equipment and surfacing) — which underpins the design and safety of play equipment used within enclosed play environments — has been revised multiple times.
As a result, elements of BS 8409 no longer fully align with the terminology, concepts, and requirements contained within the current editions of BS EN 1176. This misalignment has the potential to:
• create uncertainty for operators, designers, and inspectors.
• result in inconsistent interpretation and application of safety guidance.
• weaken the effectiveness of BS 8409 as a supporting Code of Practice.
In addition, changes in operational practice, facility scale, supervision models, and user demographics indicate that some areas of BS 8409 may no longer adequately reflect current industry conditions. A full review of the standard is therefore necessary, both to address known areas of misalignment with BS EN 1176 and to identify any additional gaps, ambiguities, or outdated guidance that may require development or revision.
A revision is therefore required to ensure BS 8409 remains current, coherent, and complementary to BS EN 1176, while continuing to address the operational and management aspects that fall outside the scope of equipment design standards.
Objectives of the Revision
The primary objectives of the revision are to:
• align BS 8409 with the current BS EN 1176 series, ensuring consistent use of terminology, concepts, and safety principles.
• clearly differentiate between equipment design and construction requirements (covered by BS EN 1176) and operational, supervisory, and management guidance (covered by BS 8409).
• reflect changes in industry practice and the increasing complexity and scale of fully enclosed play facilities.

Updating the Code of Practice will ensure continued alignment with current standards, improve clarity and consistency, and allow the standard to evolve in line with current and emerging industry practice, supporting the effective management of safety within fully enclosed play environments.
The standard will use the existing standard BS 8409 as a base document and is expected to take 16-18 months to complete the work from the kick off meeting
