Scope

This document provides an operationalizable definition of vocabularies, taxonomies, concept models, terminology and ontologies, as found in smart city standards, and defines the relationship among them (along a continuum from informal to formal). This document also provides examples of the syntax and semantics used to specify each.

Purpose

Terms such as ontology, terminology, concepts, etc. are appearing increasingly in smart city standards documents. Their definitions vary widely. In addition, their application in technical standards also vary widely in both syntax and semantics. The goal of this standard is to bring clarity to what these terms mean and how they are operationalized in smart city technical standards. The project will provide foundation for ontology development with clear concept relations to support better interconnection, interoperability and interaction of social system, physical system and digital system of city systems for both human and machine use.

The above gaps in standards development are reported in the IEC:2023 Technology Report - Ontology standards in smart cities and IEC SRD 63476-1:2024 Smart city system ontology – Part 1: Gap analysis. Two international virtual seminars were held for the justification of the needs and identify problems and potential solutions. The first is the “Standards Collaboration on Ontologies for Smart Cities and Smart City Systems”, jointly hosted by the IEC Academy, IEC SyC Smart Cities and ISO/IEC JTC 1 from 22-23 September 2022 and the second is the “Standardization Collaboration on Terminology and Ontology associated standards for Smart Cities hosted by ISO/IEC JTC1 and IEC Academy on November 13, 2025.
