Scope

This document gives guidance on the management and demonstration of organisational competence within the built environment and is applicable to organisations of all sizes, including project-specific teams, involved in the design, construction, operation, and management of the built environment.

This document describes proportionate approaches to applying the Industry Competence Committee Principles and the Plan–Do–Check–Act framework to support continual improvement of organisational competence. This document does not specify technical competence requirements for individual roles or professions, nor does it replace statutory, regulatory or contractual obligations.

Purpose

The purpose of this document is to support organisations in the built environment to plan, manage and demonstrate the collective and individual competences needed in a consistent, transparent and proportionate manner. The document is intended to help organisations join up  organisational assurance with individual competence frameworks, recognising that competence outcomes depend on both capable individuals and the organisational conditions that enable them to perform effectively. By providing practical guidance on how to implement the Industry Competence Committee Principles, this document aims to support confidence in organisational competence among regulators, clients, residents, insurers and other interested parties, while allowing flexibility in how competence is evidenced according to organisational size, structure and risk.

This work will be using the Industry Task and Finish Group on Organisational Capability Managing competence in the Built Environment) document as a seed document.
