The document specifies a laboratory test method for measurement and evaluation of reaction loads exerted on operators by externally powered handheld tightening tools. The tightening tools covered can be powered by pneumatic, hydraulic, or electric (cable or battery) means. The tightening tools are used for installing torque on threaded fasteners. Vibration emissions caused by tightening tools are not covered in this document. Further, tightening tools intended for use with reaction bars (e.g. high torque tools) are not covered in this document. The document provides instructions on how reaction loads should be measured, evaluated and reported.
In industrial workplaces where handheld power tools are used, it is important to protect the operators from the various negative effects that the tools can expose the operators to. Contrary to vibrations and sound emissions, there is no ISO or other international standard covering exposure limits or even how to measure reaction loads. ISO 6544 used to specify how to measure reaction loads, but was withdrawn in 2011 due to it being deemed unrealistic and misleading. In conjunction with the withdrawal decision, it was suggested that a new standard should be created to fill the void, but the matter was never acted upon, and has lain dormant the last 15 years.
This technical specification is the beginning of what will eventually become an ISO standard on measurement and evaluation of reaction loads from handheld power tools, similar to the standards which currently exist on measurement and evaluation of vibrations and noise. An ISO standard will also enable more harmonized research on reaction load induced work injuries. This type of research is crucial for creating directives on safe reaction load exposure limits, similar to existing directives on safe vibration and noise level exposure limits.
