This European Standard defines requirements to be applied in the design and equipment to be used on rolling stock to protect persons from electric shocks. This European Standard is applicable to rolling stock of rail transport systems, road transport systems, if they are powered by an external supply (e.g. trolley buses), magnetically levitated transport systems and to the electrical equipment installed in these systems: This European Standard does not apply to: – mine railways in mines, – crane installations, moving platforms and similar transport systems on rails, – funicular railways, – temporary constructions. Possible improvement for the current scope: – better structure (bullet points for each mentioned vehicle type for more clarity, – checking clear definition for every mentioned vehicle type, – verify the applicability for each vehicle type mentioned in the scope and – compliance with CELENELC Internal Regulation rules for the scope.
Update of scope and improvement of all content as we propose a new revision. . As EN 50153 is referenced by TSI LOC & PAS and TSI WAG, the content regarding the wagons shall be updated clarified and improved. We call for an expert coming from wagon engineering to discuss of the requirements proposed and analyze the feasibility and the impact on wagons. . Alignment with (EN 50633, EN 61140, EN 17976 and others either from SC 9XB as reference to new standards if needed as EN 50346) . Take the opportunity of this new revision to improve contents by defining a common way of working, state of the art, rules, and criteria if necessary instead of using qualifiers and texts that can be interpreted. . Update normative references. . Definitions review in accordance of IEV, add IEV references, if not, try to find appropriates definitions coming from IEV . Add definitions needed for the main content of this revision even if not defined by IEV. . Add visual information as sketches either on definitions either on the requirements. . Improve § 4.1.Table 1 correspondence with EN 61140 voltage bands and actual § 5.4 . Improve § 4.2. add more cases and sketches with possibility to add if necessary sub paragraphs . Improve § 5. replace the previous requirements by smart requirements. In particular for the access and means of prevention of access. . § 6 Improve the definition of the main equipotential bonding in order to clearly identify, depending on the different types of vehicles, where the impedances to be considered are located to ensure to respect the efficient touch voltage values from outside. A vertical voltage distribution model could be studied. Include the relevant requirements from EN 50122-1[2022] standard in the future EN 50153 project as requirements directly addressed to the Rolling Stock vehicles in order to optimize the use of the documents. For the most critical equipotential bonds, indicate the classification levels H or M according to EN 17976. Add requirements for earthing exterior parts that are attached to non-conducting parts of the vehicle shell. Describe the calculation method for determining the cross-sectional area of protective conductors. Using the I²t values proposed by EN 50388-1. The other parameters related to the properties of the conductor materials and temperatures are the responsibility of Rolling Stock. Improvement of earthing criteria and method of measurement (Table 2), impact to § 6.2.3, § 6.4.5 and § 6.6. Add a second section to define the requirements for equipotential bonding connections for equipment and components connected to the main bonding path or located on inside vehicle to consider the protection on board. With associated requirements. - § 7 and 8 improve the content vs actual solutions and technology. - Delete content that no longer serves due to in coherence with the new additions or due to updates with other documents.
