This document is the first of a series of ten documents for the nuclear decommissioning project, describing the general principles to decommission the typical NPPs and to provide methods and procedures for practically implementing these principles.
The purpose of this document is to address:
a) principles, methods and practical approaches of items to be considered for decommissioning of NPPs;
b) overview of the structure of the series from Part 1 through Part 10.
In general, IAEA decommissioning-related publications are used for general purpose, with limited publications being specific to NPPs. However, with only about 20 reported cases of NPP decommissioning in a very small number of countries worldwide, national practical guidance based on specific methods and procedures is needed to apply the IAEA framework to their respective sites.
This document builds on the general decommissioning framework proposed by the IAEA and provides specific methods and procedures applicable to decommissioning sites, thereby supporting member states in implementing decommissioning project in accordance with their national regulations.
To ensure the suitability of the methods and procedures presented in this document and extend the scope of their application, a series of standards is provided for the following areas:
