This document applies to the operation guideline for the collection and transportation of used traction batteries, including assessment, collection, packaging, transportation, loading, unloading and handling, temporary storage and other operations.
Traction batteries refer to batteries that provide energy for power systems such as electric vehicles and machineries. This document is applicable to electric vehicles and industrial batteries, but not to portable batteries.
1. Purpose
Traction batteries refer to batteries that provide energy for power systems such as electric vehicles and machineries. Sales of the traction batteries are up year-on-year. The service life of traction batteries are generally 5-8 years. Those traction batteries, produced during 2014-2015, are in the stage of phasing out. A large-scale retirement wave of traction batteries has come since 2021. The size of the used traction battery market is expected to reach billion level globally market. Thus, the collection and transportation of used traction batteries becomes more and more important.
(1)Promote the efficiency for the collection and transportation of used traction batteries
The collection and transportation of used traction batteries involve multiple stages and various stakeholders. Establishing unified international standard for the collection and transportation of used traction batteries facilitates more efficient coordination and cooperation among all stages and stakeholders, and enabling higher-quality collection and transportation with fewer resources. As a crucial link in battery recycling, the efficient execution of collection and transportation efforts contributes to the optimal functioning of the battery recycling system.
(2)Promote the sustainable development of the traction battery industry
The raw materials used in manufacturing traction batteries are scarce, and the service life of traction batteries typically ranges from 5 to 8 years. Therefore, maintaining the sustainable development of the traction battery industry relies on the recycling of used traction batteries. Collection and transportation are key steps in the recycling process. Establishing international standard for collection and transportation of used traction batteries can promote the recycling rate of battery raw materials, which provides support for the sustainable development of the traction battery industry and environmental protection.
(3)Enhance the existing standard system of the used traction battery
IEC TC21 Secondary cells and batteries, ISO TC22 Road vehicles and ISO/TC 333 Lithium are the TCs concerning the traction batteries' standards. However, the existing international standards are mainly focused on the standardization of the production, application, and safety of the traction battery. None of these covers the collection and transportation of used traction batteries. The establishment of this standard will help enhancing the existing standard system of the used traction battery.
2. Justification
(1) The significant importance of economic development and environmental protection - Economic: Collection and transportation are important parts of recycling. Continuous price rising of raw material promotes the development of the recycling industry directly. Scaling up electric vehicle battery recycling can reduce global mining of lithium, cobalt and nickel, which makes the development of the battery industry more economical and sustainable.
- Environmental protection: If the raw materials that make up the traction battery are not disposed of properly, they can cause harm to the environment. In addition, used traction batteries are prone to fire, explosion and other accidents if disposed improperly, causing great harm. Appropriate guidelines for the collection and transportation of used traction batteries can decrease or avoid the occurrence of above-mentioned environmental pollution problems.
(2) Assist in the improvement of ISO/TC297 standard system
The scope of ISO/TC 297 encompasses the standardization of machines, equipment and management systems for collection, temporary storage and transportation. This standard focuses on the collection and transportation of the used traction batteries, which is in alignment with the scope of ISO/TC 297 and represents a crucial and can enrich the existing standard system.
