The proposed work for IEC/TC 88 is to develop a TS related to fire safety aspects and requirements in wind turbines involving fire prevention, fire protection, firefighting, including the different fires scenarios to be assessed and the safety measures related to effective evacuation in case of fire.

This document would be of interest mainly to manufacturers and owners of large wind turbines both onshore and offshore.

It could also be of interest to other market players such as:

• health and safety bodies (regulators, accident prevention organisations, market surveillance, etc.).

• wind turbine users/employers;

• wind turbine users/employees (e.g. trade unions, organisations for people with special needs);

• service providers, e.g. maintenance.

The content of the TS would focus on the specific casuistry of fire scenarios in wind turbines, considering those aspects specific to them, taking into account that they are machines that could be assimilated to buildings and always bearing in mind the requirements of the ISO 19353 Safety of machinery - Fire prevention and fire protection standard, but always particularising these machinery requirements to the case of wind turbines.

5. Strategy for fire risk assessment and risk reduction in Wind Turbines

6. Procedure for the selection of protective measures in Wind Turbines

7. Fire scenarios to be assessed requiring evacuating the Wind Turbine including tenability values

8. Evacuation and escape strategy in Wind Turbines in case of fire and measures to ensure safe egress

9. Information for use

Justification:

The current standard ISO 19353 Safety of machinery - Fire prevention and fire protection standard specifies methods for identifying fire hazards resulting from machinery and for performing a risk assessment. It gives the basic concepts and methodology of protective measures for fire prevention and protection to be taken during the design and construction of machinery. The measures consider the intended use and reasonably foreseeable misuse of the machine. It provides guidelines for consideration in reducing the risk of machinery fires to acceptable levels through machine design, risk assessment and operator instructions.

But this standard does not cover specific requirements for Wind Turbines that could be assimilated to building specifications related, e.g. to evacuation processes:

• Definition of the fire scenarios requiring to evacuate

• Estimation of the evolution of the fire, smoke and temperature of the selected fire scenarios.

• Comparison of the time available with the time required (Available Safe Egress Time (ASET) vs Required Safe Egress Time (RSET)) for the evacuation of wind turbine personnel with the objective of:

1. Determine the maximum number of people on the machine to draw up the evacuation plan.

2. Define the optimal evacuation strategy in case of fire.

3. If necessary, determine the necessary measures to increase the number of persons or the needed and available time for evacuation.
