Scope

The Technical Report can be applied for smart meters that are placed on the European market and are in scope of the RED-DA. All commodity meters (electricity, gas, water and thermal energy) are covered by this Technical Report.

The Technical Report explains which smart meters are in scope, what are the assets in the smart meter that should be protected and the architecture of a smart metering system that shows the environment of smart meters. Then it details the application of requirements

Purpose

This proposal concerns the development of a Technical Report that gives guidance for the application of the RED-DA harmonised standards (EN 18031-x) by manufacturers, evaluators and users of smart meters. The report explains the smart meters in scope of the RED-DA and the applicability of the cyber security requirements from the EN 18031-x standards with respect to smart meters. It also gives guidance for the implementation of measures to comply with the requirements.

 The Report intends to support manufacturers of commodity meters (electricity, gas, water, thermal energy) when evaluating the compliance of smart meters with EN 18031-x. Furthermore, it is supposed to structure the assessment conducted by Notified Bodies to enable a uniform application of the requirements specified by the EN 18031-x standards.

The content for this Technical Report has already been prepared by a group of smart meter stakeholders from the CEN/CENELEC/ETSI Coordination Group on Smart Grids and members of the European associations ESMIG, OMS and AQUA.
