This document specifies the relevant requirements for the containment system of hot cells in spent fuel reprocessing facilities, including the construction, maintenance, verification, and assessment of the hot cell containment system. It applies to the establishment, maintenance, verification, and assessment of the containment system during the construction, commissioning, and operation of hot cells in spent fuel reprocessing facilities.

Purpose

With the continuous expansion of the application of nuclear technology, the issue of their safety management is increasingly coming under scrutiny. As the hot cell in reprocessing facilities is a crucial site for handling and storing radioactive materials, the effectiveness of its containment system is of great significance for preventing the leakage of radioactive substances and for protecting the environment and public health. This standard specifies the relevant requirements for the containment of hot cells in spent fuel reprocessing facilities, including the establishment, maintenance, verification, and assessment of the containment system in hot cells. The establishment of the hot cell containment system sets forth technical specifications and management requirements, covering aspects such as hot cell casting, pore sealing, material selection, item transfer passages, hot source operation interfaces, and gas recirculation between different zones or containment vessels, both internally and externally. Detailed maintenance requirements are provided for penetrations, viewing windows, material transfer, and related devices during the transfer process within the containment system. The processes of verification, assessment and requirements for the containment system are explained through sealing tests and tracer tests. Through the aforementioned standards and requirements, the containment and shielding of radioactive materials in hot cells of reprocessing facilities can be as ensured as possible, meeting the needs for the establishment, maintenance, and assessment of sealed containment system in hot cells of reprocessing facilities across various countries.
