Scope

This document specifies methods for defining scope and requirements for Producer Responsibility Org anizations in char ge of administering EPR schemes. This document also provides EPR schemes with guidelines relating to: The role of Producer Responsibility Organizations (PROs) responsibilities and governance defining the boundary of responsibility of the PRO under the EPR scheme (e.g. circular value creation, value retentioin and value recovery) as defined by EPR provisions of regulation s establish the optimal governing structure (PRO or other) which delivers the highest value to stakeholders financial/fiscal transparency (e.g. financing, repayment, reporting thresholds) minimum reporting requirements from producer to PRO (e.g. contents, timelines, formats) measurements (e.g. weights, volumes, metric) marking/labelling, ecomodulation measures for stimulating and informing end consumers and markets in line with existing legislative requirements. This document does not address topics already covered by standards related to specific sectors and/or product groups.

Purpose

The landscape of EPR schemes in the EU has become increasingly fragmented through the national transposition of waste related directives. Consequently, PROs in different countries have adopted varying approaches to governing their activity, leading to unharmonized definitions, reporting requirements and intervals, with varying scopes and governance models. Countries will continue to rely on EPR schemes to fulfil sustainability promises in a growing body of regulations (which contrary to directives are applied uniformly across member states). The drive on EPRs requires greater harmonization so that producers, municipalities, and waste management enterprises can benefit from greater clarity and common practices applied across member states. Waste management legislation has historically introduced EPR schemes to address the need to improve resource management and apply the waste management hierarchy through financing of collection and treatment of recoverable waste. Considering the challenges to implement value creation, retention, and recovery, and the impact of substances (substances of concern under REACH) when placed on the market, the proposed document would help improve the chain of responsibility throughout value networks and such common rules are needed to help schemes operate. The proposed document will help bring clarity and transparency and avert distortions from protectionism and trade barriers, while helping to define the measures needed to enable circularity of sustainable products and reduce bureaucracy without compromising compliance. Standardizing implementation of EPR schemes would help stakeholders of the value chain or value networks, e.g.: Legislators Producer responsibility organizations Recyclers Producers Retailers Municipalities Waste management and wastewater utilities to comply with greater efficiency at lower cost while maintaining sustainability objectives.
