The TR describes the following aspects of Rate of Change of Wobbe-Index (RoC) in the gas infrastructure:
- Dynamics of the gas grid operation and the effect on gas quality variations in time
- Origins Rate of Change (RoC) including impact of sources of natural gases and renewable gases
- Related aspects of other gas quality properties than Wobbe index
- Impact of RoC on different end-user types
- Mitigation possibilities and strategies
- And other relevant aspects, e.g. reference to general regulatory questions
Changes of gas quality over time occurs in the gas grid as a natural consequence of different supply qualities. The changes can have different origins in the operation of the gas grid. Rapid changes over time of combustion parameters (e.g. Wobbe-Index) gives a high Rate of Change (RoC) that can have negative impact of the use of the gas at the end-user.
The end-users are in general differently affected by RoC depending on their application. Mitigations may be needed for some end-users, but where in the value chain the mitigation is best implemented is yet to be identified, if necessary, even as an individual case decision.
Due to the changes of gas supply to Europe because of both geopolitics and more local production of renewable gas, the delivered gas quality is less predictable, and high RoC is potential more probable. Additionally, there is some concern among the end-users to which extend the not yet implemented Classification System for Wobbe index described in the EN 16726 will give certainty for the gas quality to be delivered in the years to come.
The topic of RoC was already a discussion topic during the work of EN 16726 leading to a dedicated informative annex “Annex F (informative) - Rate of change of the Wobbe index”.
The purpose of the TR is to extent and consolidate the present knowledge of the aspects of the Rate of Change (RoC) of gas quality properties especially the combustion parameters like Wobbe-Index. The TR will cover the dynamics of the gas grid that leads to RoCs, the impacts at the end-users and mitigation possibilities along the value chain.
