Standardization in the field of broad (general) principles of operation of electrical installations. The operating instructions are intended to ensure that all operation of and work activity on, with, or near electrical installations can be carried out safely. These are electrical installations operating at voltage levels from and including extra-low voltage up to and including high voltage AC and DC. These electrical installations are designed for the generation, transmission, conversion, distribution and use of electrical power. Some of these electrical installations are permanent and fixed, such as a distribution installation in a factory or office complex, others are temporary, such as on construction sites and others are capable of being moved either whilst energised or whilst not energised nor charged.

Purpose

Following SMB Decision 167/9, PC 128 “Operation of electrical installations” was created to develop IEC TS 63527 ed1 about the safe management and operation of, and work activity on, or near electrical installations operating at voltage levels from and including extra-low voltage up to and including high voltage. The goal was to have a structure at international level to address the worker’s safety.

The publication of the document was achieved in August 2025.

During the last IEC PC 128 plenary meeting in Sao Paulo (BR) in February 2025 it was proposed by all P-members delegations to continue to work on these subjects and integrate on a new and sustainable structure: IEC TC 128.

The proposal is therefore to develop a set of standards or technical specifications to set out the requirements for the safe operation of and work activity on, with, or near these electrical installations. The requirements apply to all operational, working and maintenance procedures. They apply to all non-electrical work activities such as building work near to overhead lines or underground cables as well as electrical work activities, when there is a risk of electrical hazard.

 The management of safety for workers operating on electrical installations or in the vicinity or near, is performed at national level based on national standards or specifications, most of the time in relation to national regulation. The idea is to integrate the most important part of all common requirements from all NCs to provide some standards or technical specifications to define and help stakeholders to increase the safety during electrical work.

As the electrical risk cannot be depending only on the products or installations, the workers shall have some knowledge to consider their own safety with process, training and control. In addition, common rules for employers and organizations will allow exchanges through countries with the same level of safety.

Since this proposed new TC is intended to enhance workers’ safety, there is no overlap with existing work since the other Committees (TCs) define requirements for the safety and performance of electrical products or installations..
