Scope
This document is applicable to the following non-woven abrasive products: non-woven flap discs with backing plate, non-woven unitized discs with backing plate, non-woven general purpose discs with backing plate. These products are manufactured using abrasive grains and are entirely made of non-woven web.
This document specifies requirements and/or measures for removal or reduction of hazards resulting from the design and application of the non-woven abrasive products.
This document also contains procedures and tests for verification of compliance with the requirements as well as safety information for use, which is to be made available to the user by the manufacturer.
Further, this document lists the hazards to be taken into consideration.
Purpose
The purpose of this document is to establish a harmonized framework that provides manufacturers, suppliers, and importers of nonwoven abrasive products with a reliable means of demonstrating conformity to essential safety requirements, such as those outlined in the EU General Product Safety Regulation and associated EU/EFTA regulations. It specifically applies to non-woven flap discs with backing plates, non-woven unitized discs with backing plates, and non-woven general-purpose discs with backing plates, which are manufactured using abrasive grains and consist entirely of non-woven web material to be used with right angle grinders.
This document aims to specify requirements and measures for the removal or reduction of hazards arising from the design and application of these products. It also includes procedures and tests for verifying compliance with these requirements, as well as mandatory safety information that manufacturers must provide to users. Furthermore, it assists manufacturers, suppliers, and importers of grinding machines in selecting appropriate non-woven abrasive products to minimize risks and ensure the machinery's conformity with the Essential Safety Requirements of the EU Machinery Regulation.
The development of this new document is justified by the need to address and mitigate specific hazards associated with non-woven abrasive products, as identified in the scope and detailed in Clause 4 of the standard. Existing regulations, including the EU General Product Safety Regulation, the EU Machinery Regulation and EU/EFTA regulations, impose essential safety obligations that require updated, product-specific guidance to ensure consistent risk reduction across the European market.
Current standards may not fully cover the evolving design, manufacturing processes, and applications of these non-woven abrasive products, leading to potential gaps in safety verification and user information. By providing targeted requirements, verification methods, and safety provisions, this new standard enhances overall product safety, supports regulatory compliance, and reduces the likelihood of accidents or non-conformities in industrial and professional settings. This is particularly critical given the widespread use of these products in grinding operations, where unaddressed hazards could result in significant risks to operators and equipment.
