Scope

This part of IEC 62282-4 covers the requirements for the safety, performance of the fuel cell power systems for propulsion other than road vehicles and auxiliary power units (APU). This document, IEC 62282-4-601 covers on safety requirements of the fuel cell/battery hybrid systems for excavators and wheel loaders.

This document is limited to the electrically powered industrial trucks with fuel cell/battery hybrid systems for the application to under 14ton class excavator and wheel loaders. For this purpose, this standard covers the safety requirement and type of test methods focus on vibration characteristics and BOP characteristics which installed at excavator and wheel loaders covers electrical performance test for the fuel cell/battery hybrid system.

This document applies to gaseous hydrogen-fuelled fuel cell power, liquid hydrogen-fuelled fuel cell power, direct methanol fuel cell power and fuel cell/battery hybrid systems.

The following fuels are considered within the scope of this document:

– gaseous hydrogen;

– liquid hydrogen compounds

– methanol.

This document does not apply to reformer-equipped fuel cell power systems.

Block diagram of fuel cell and battery hybrid power pack system is shown in Figure 1. This system is defined as power source providing DC output for electrically operated industrial trucks, such as excavators and wheel loaders.

Purpose

This document is focuses on safety of fuel cell/battery hybrid systems for excavators and wheel loaders because certification regulation process by international standard for application of fuel cell hybrid system for construction machinery is strongly required in the world. In addition to actual vehicle installation and construction work environment verification, it is very important to secure certification and standardization criteria

1) hydrogen high-pressure gas safety certification,

2) industrial vehicle type certification,

3) establishment of hydrogen fuel cell power system standards for construction equipment.

Global market size of the construction equipment is around $186 billion. As a issue of climate change response carbon emission rate of construction machinery equipment is around 22% of total on/off road vehicles. This is expected to contribute greatly to stably maintaining future market share creating new markets and raising the entry barrier for hydrogen construction equipment through technical standard item proposals.

Different size of propulsion power system is boarded on various construction machinery. Fuel cell/battery hybrid systems will promise the penetration of commercial approach for net-zero market. This standard, IEC 62282-4-601 will provide the safety test methods focus on vibration characteristics and BOP characteristics which installed at excavator and wheel loaders with fuel cell/battery hybrid power pack.
