Scope

Amendment to EN 17184:2024

Purpose

The published standard EN 17184:2024 contain some failures and week points, which should be closed by the amendment.

For the type-approval the vehicle manufacturers need to sign a declaration of conformity, with the standards listed in the EU regulation. Clause 2 of EN 17184:2024 currently explicitly requires compliance with multiple ETSI specifications of ETSI Release 16 or later. Those references to ETSI Release 16 or later are invalid and need to be corrected by Release 14 or later for eCall over 4G and Release 16 or later for eCall over 5G.

The standard EN 17184:2024 is based on multiple core standards from 3GPP and ETSI and was in the past aligned with the 3GPP/ETSI requirements, but since CEN/TS 17184:2022 some requirements were slightly different. Furthermore, CEN WG15 recognized some gaps in some of the 3GPP/ETSI specifications of Release 14 to Release 18. For example, the MSD transfer in a test eCall was not defined and also the MSD transfer during a PSAP callback was missing in Release 14 to Release 18. 3GPP made corresponding alignments in 3GPP Release 19. Background for the 3GPP alignment with the latest CEN requirements is this Liaison Statement from CEN/TC 278/WG 15 to ETSI and 3GPP.
