Scope

EN 13852-1 applies to general purpose offshore cranes including their supporting pedestals and structures.

The document is applicable to general purpose offshore cranes, whose structures are made of steel. 

The document provides requirements for all significant hazards, hazardous situations and events relevant to general purpose offshore cranes, for lifting of goods and lifting of persons, when used as intended and under the conditions foreseen by the risk assessment (see Clause 4).

The document is applicable to general purpose offshore cranes, which are manufactured after the date of approval by CEN of this document. Tes document is not applicable for:

a) transportation, assembly, disabling, scrapping, installation or erecting of the crane;

b) any item attached to the hook, such as loads, non-fixed load lifting attachments, lifting accessories, baskets, carriers and containers;

c) lifting operations in ambient temperatures below - 20 °C;

d) lifting operations in ambient temperatures above 45 °C;

e) accidental loads as result of collisions, earthquakes, explosions, etc., which are not covered by exceptional loads defined in Table B.7 ;

f) floating cranes (covered by EN13852-2), light offshore cranes (covered by FprEN13852-3) and 2D/3D motion compensated cranes;

g) subsea lifting operations; h) lifting operations involving more than one crane;

i) emergency rescue operations (except training).

Purpose

EN13852-1:2025 was published by CEN on 30 April 2025. During the publication proofing process, it was revealed that there were several minor errors and incorrect references in the standard which were not considered as editorial comments and thus not accepted by the publication proofing team. These minor errors and incorrect references were unfortunately not detected prior to FV.

Consequently, the published version of the standard does not have the necessary quality and accuracy that is required.

This situation may lead to confusion when the standard is taken into use and adopted by the industry.

Urgent update of the standard is therefore needed to correct these errors. This new work item proposal is prepared to start the work to identify the errors and produce correct text and references for the changes needed. The work includes preparation of an amendment that can be published as soon as possible and that can be used in due time to prepare a new edition of the standard.

The new work item proposal does not include major technical changes of the standard.
