Once developed the Registry will serve as a structured, transparent, and publicly accessible repository, facilitating the discovery, registration, and management of Specifications that restrict or extend the EN 16931 Core Invoice Model.
The scope includes:
Definition of Registry Services – The structure, functions, and metadata required for CIUS, Extension Specifications, validation artefacts, and code lists.
Governance Model – Roles and responsibilities of CEN/TC 434 and other Stakeholders Submission & Verification Processes – How specifications are intended to be submitted, reviewed, and approved. Functional Specification – Key features, metadata requirements, user access, and future enhancements.
The eInvoice Specification Registry aims to establish a structured, transparent, and publicly accessible platform for managing Core Invoice Usage Specifications (CIUS) and Extension Specifications in conformance with the EN 16931 set of standards. It will serve as a centralised repository, enabling stakeholders to discover, register, and manage eInvoicing specifications efficiently, ensuring harmonisation and interoperability across the Digital Single Market.
Justification
- Enhancing Transparency and Accessibility – A single, standardised registry ensures that CIUS and Extension Specifications are easily accessible, reducing duplication and improving alignment between different implementations.
- Supporting Interoperability –The Registry enables seamless cross-border and cross-sector eInvoicing by providing verified and structured Specifications.
- Facilitating Conformance, reducing fragmentation and complexity – Businesses, Governments, Solution Providers, and Service Providers can confidently reuse conformant eInvoicing specifications.
- Continuous Improvement of Standards – The Registry provides insights into usage trends, supporting the evolution of EN 16931 Core Invoice Data Model to better meet industry and regulatory needs.
By addressing these challenges, the Registry Services Functional Specification will define a service that can streamline eInvoicing implementation, promote interoperability, and support the broader adoption of EN 16931-conformant invoicing across Europe.
