Scope

This British Standard describes best practice in the management and treatment of historic buildings with statutory protection. As well as the appropriate repairs and handling of our traditionally constructed buildings with no statutory protection. It is not applicable to below ground archaeology or any other type of heritage asset such as movable objects.

This British Standard is intended to be used by building owners, managers, archaeologists, architects, engineers, surveyors, contractors, conservators, planners, conservation officers and local authority building control officers. The standard will cover general background information on the principles of the conservation of protected buildings and sites, the assessment of significance and the setting conservation policies and procedures. It will also consider appropriate works for when undertaking maintenance, repair or adaptation, and for general management of a site.

Purpose

The standard requires expansion to explicitly address sustainability, climate change and energy efficiency; updates and reordering of sections to improve usability and accessibility; additional content to reference protections for ecology and protected species; expanded guidance on consent processes for Conservation Areas, Listed Buildings, and Scheduled Monuments; consideration for the inclusion of modern heritage sites; enhancements to the definitions section for clarity and consistency; ensuring it is a UK-appropriate standard; improved asset management guidance to prevent loss of historic features; incorporation of up-to-date materials information; integration of digital technology to aid condition surveys; updated references to external documents. The revision of this standard seeks to support unlisted buildings that could find benefit from clauses within this document.

The 2025 scope is not proposing removal of unprotected/traditionally constructed buildings but is proposing that the wording be altered to ensure that these buildings are not expected to meet requirements that are not enforceable, achievable or necessary for buildings not protected under law (conservation management plans, statement of significance, etc.); there is a need for clarity to distinguish between where there is a legal requirement and where it is best practise.
