This document is applicable to the remanufacturing, reutilization or recycling of oil and gas-field equipment and materials.
Under the background of "Carbon peak and carbon neutral", to carry out the resource cyclic utilization of waste oil and gas field equipment materials, can effectively save resources and energy, reduce carbon emissions, and has good economic and social benefits. It is an important direction of transformation and upgrading of manufacturing, and an important measure for the development of circular economy, which highly fit the sustainable development concept of ISO, and is of great significance to realize the UN Sustainable Development Goals, especially for Goal 12 "Responsible Consumption and Production" and Goal 13 "Climate Action".
The number of waste oil and gas field equipment is huge, and the study found that more than 80% of the scrapped oil and gas field equipment and materials can be cyclic utilized, so the cyclic utilization industry has a good development prospect. The cyclic utilization of oil and gas field equipment and materials mainly includes remanufacturing, reutilization or recycling. Tubing, pumping rod, plunger, reducer, engine and other petroleum equipment can be cyclic utilized. According to preliminary estimates, compared with new product manufacturing, cyclic utilization can save 60% energy, save 70% material, and reduce the emission of air pollutants by more than 80%. A large number of production practices have been carried out at home and abroad, and accumulated rich experience and achievements. For example, the laser cladding technology can be used to remanufacture the reducer gearbox, the self-spreading repair technology can be used to repair the tubing, the waste oil rod can be manufactured into fasteners, balance weight, flat steel, wire rod, etc., or the waste equipment materials can be recycled as raw materials to manufacture new products through steelmaking and subsequent processing process.
Nowadays, ISO/TC67 is actively carry out the green and lower carbon international standardization work on oil and gas field equipment materials. The newly developed ISO/TS 20790 “Specification for resource cyclic utilization of oil and gas-field equipment and materials” has set up the standardization system framework for the green and lower carbon development of oil and gas field equipment and materials, in which some basic terms and definitions on cyclic utilization are given, but few specific technical specifications are involved. In order to effectively guide and standardize the practice of cyclic utilization (remanufacturing, reutilization and recycling) of oil and gas field equipment and materials, it is urgent to develop technical specifications for main process of the cyclic utilization of oil and gas field equipment and materials. This new proposal has been reported and discussed several times in ISO/TC67 and TC67/WG15, with positive responses and feedback from multiple member bodies.
