Scope
The proposed work focuses on DC-side equipment applied to HVDC system using voltage sourced
converters (VSC). The scope of this Technical Specification covers system requirements of DC -
side equipment which is applied to VSC and multi terminal HVDC system.
Applications of DC-side electrical facilities (equipment) are divided into three categories which are
only LCC, only VSC and both system use. Basically, system requirements of DC-side equipment
used in LCC and system requirements common to both LCC & VSC are compiled in High voltage
direct current (HVDC) power transmission – System requirements for DC-side equipment Part1:
Using line-commutated converters.
Therefore, main purpose of proposed work is to prepare system requirements of DC-side equipment
exclusively used for VSC and multi terminals HVDC system.
Corresponding to electric power transmission applications, this technical specification is applicable
to high voltage systems, i.e. basically nominal DC voltage above 100kV with respect to earth are
considered.
System requirements for HVDC systems based on LCC and aspects common to both LCC and VSC are covered in IEC TC 63014-1.
Purpose
So far, all VSC technologies have been applied to HVDC systems for cable transmission line
projects except a few overhead transmission line projects. However, as VSC HVDC technologies
are applied more widely to power systems, the number of VSC projects wit h overhead transmission
lines will for sure increase. And in the foreseeable future more other scheme such as multi terminal
HVDC system and HVDC grid will be implemented and commissioned.
In case of point to point VSC HVDC system and/or multi terminal HVDC system, new DC-side
equipment, typically DC Circuit Breaker (DCCB) are required in order to ensure operational
requirements with fault clearing and restarting within limited short time. And other DC-side
equipment such as DC Pole Line Discharge Resistor, Pre-insertion Resistor for charging VSC valve
from DC line and DC Dynamic Braking System especially used for avoiding renewable power plants
which operates in island conditions.
From another viewpoint, standardization for various kind of DC switches including DCCB is almost
completed. Therefore, contents of this TS have to coordinate with these delated standard
documents.
Considering the above mentioned circumstances, technical specifications of system requirements
for DC-side equipment used in VSC and multi terminals HVDC system are urgently required.
