Find out what cookies we use and how to disable themThe scope of work will be to prepare a new standard which specifies the metrology requirements for revenue grade electricity sub-meters as being based on the existing standards for Electricity Metering Equipment, with only the differences that apply specifically to sub-meters detailed. It includes bidirectional power flow and proof of work aspects relating to the provision of flexibility services. The sub-metering metrology requirements must be aligned with the Smart Meter requirements, in order to allow measurement reconciliation of sub-meters installed behind the main smart meter to be possible. Additional areas of work identified include clock synchronization, transactional nature of the measurements and granularity of measurements down to one minute. Additional areas of work might be identified once the work is launched and experts start discus sion around this topic. The scope covers the requirements for physical sub-meters but excludes the embedded measurement systems integrated directly into smart appliances. Data model and format, data exchange and telecommunication protocols are all excluded from the scope of work. However, considering the close connection with the other NPs relating to the data exchange of metrologically relevant billing data for energy supply and flexibility services, there will be a need of a close collaboration with the two other proposed Working Groups to ensure a proper alignment of the work.
While the focus of IEC is international, it should still take into consideration the legislative frameworks
of the major regions to avoid having contradicting standards wherever possible. It is therefore important
that IEC now initiates new work to identify the gaps and update the existing standards if necessary, to
ensure that IEC standards do not contradict, and if possible supports, the major legislative changes by
providing an up to date and adapted international standards framework.
In Europe, the recent amendments to the Regulations (EU) 2019/942 and (EU) 2019/943 and Directives
(EU) 2018/2001 and (EU) 2019/944 as regards improving the Union’s electricity market design, will
push towards opening the energy supply and flexibility markets for Smart Appliances (currently EVSE
and Heat Pumps are mentioned but it can be assumed that further smart appliances will be added in
the future). The legislative framework requires these Smart Appliances be eligible to individual energy
supply and flexibility contracts independently from the home energy supply contract. To achieve this,
billing-grade sub-meters with data exchange capabilities are defined (and referred as a Dedicated
Measurement Device by the EU commission).
In United States, the updated NIST Handbook 44-2023 was adopted by the 107th National Conference
of Weights and Measures. It introduces new requirements for the submeters and EVSE measurement
systems.
The proposed approach is to break the work down into three main tasks: metrology aspects, data
exchange for billing of electrical energy by sub-meters and data exchange of billing of flexibility and
control of smart appliances by sub-meters. These three work streams will each be the scope of a NP
which shall be submitted to IEC TC13, and will need coordination efforts.
