This document applies to all flame-producing products, equipped with a flame lock system, intended for usages requiring prolonged burn time (such as culinary, arts and crafts, welding, jewellery).
It does not apply to matches and flame-producing products covered by ISO 9994, ISO 22702 and EN 521.
Lighters featuring flame-lock systems allowing a prolonged burn time are found on the market and are commonly used for activities such as culinary, arts and crafts, welding, jewellery. These intended uses are different from the existing lighters standards (ISO 9994, Lighters – safety specifications and ISO 22702, Utility lighters – safety specifications), that do not have requirements adapted to intended uses requiring prolonged burn times. Requirements covering the flame-lock system itself are also not defined in these standards. This subject was raised by Health Canada authorities who warned ISO/TC64/SC4/WG10 on the increase in the number of accidents occurred in the city of Vancouver related to the use of lighters equipped with flame-lock systems. Given this context, ISO/TC64/SC4/WG10 considers that there is a safety standardization loophole to be closed, by establishing a dedicated document for lighters equipped with flame-lock systems and that sets the safety relevant requirements for the use of such products by consumers.
